Cross Divisional Process Identification, Regional Variation, & Prioritisation for Analysis & Improvement

Synoptic undertook a post-merger review across 22 previously independent authorities with insufficient operational standardisation, now in 11 NSW Regions, defining standardised, customer-centric processes, streamlining for optimised efficiency and effectiveness, and minimal Regional variation;

• Identification of the current business processes, supporting IT systems, roles, responsibilities, plus initial ‘pain point’ (gap) analysis, through development / Regional validation of a Process Inventory.
• 11 Program Areas were assessed and Process Inventories built to catalogue processes at high level. Examples included Animal Biosecurity & Welfare services, Invasive Species Management, Plant Biosecurity services, Emergency Management services, Agricultural Production, Natural Resource Management, Communications & Engagement, Customer Service, and Financial Management.
• Selection of priority processes for detailed mapping and analysis.

Achievements:
• Over 500 high level processes were identified, and 200 were identified as high priority.
• Processes variation checking across all 11 NSW Regions returned an 85% regional similarity score.
• The consolidated Process Inventory and its analysis was completed within 16 weeks of effort.
• Major IT systems upgrade and development initiatives have since referenced the Process Inventory for a high-level functional architecture of the business, an invaluable aid to systems development.
