Support for the redesign of the Corporate Services delivery model

Senior Consultant managing one other Consultant supporting the development of a new Corporate Services delivery operating model, transferrable to a new, Consortium legal business entity spanning 3 participating TAFEs (APTC - Fiji, BHI - VIC, and SCIT - QLD);

• Understand the current model in detail of what Corporate Services business processes are performed by which Roles belonging to which business units in which locations.
• Develop and agreed framework by which these processes can be evaluated for their suitability for centralisation vs distribution, front office vs back-office ‘re-orientation’.
• Propose a more streamlined draft model including the impact on current organisation structures
• Obtain stakeholder buy in to the draft model.
• Develop an implementation plan to transition to an agreed, revised model, recognising the parallel definition of the new legal entity.

Achievements;
o Identified over 200 services across 8 major functional, and 35 Sub functional areas, in order to catalogue the services involved, to understand the organisational positions and sample of incumbents (staff) involved, the location that the service is being delivered in, and any major I/T application systems being utilised to support service delivery.
o Initial identification of functional area weaknesses across General Administration, Finance, Travel Co-ordination, Student Enrolment and Certification, Procurement Co-ordination, Insurance Compliance, HR & Payroll, and Fee for Service.
o Identified service & process improvement which needed to consider 2 major current constraints; Degree of current RTO Policy constraint, and Degree of current RTO I/T application systems constraint.
o Developed a roadmap for the continuation of the Project following a Consortium decision to take the remainder of the process internal, including;
- Current Service Delivery cross map and process classification
- Opportunities for current model improvement
- High Level future Services Model and high level requirements
- Impact & Obstacle Analysis
- Quick Wins identification
- Implementation Approach.
